Tobin, who led the charge in selecting Stewart with the No.17 overall pick, is not happy that his first-round pick has yet to practice.

Pat McAfee hopes Shemar Stewart and the Bengals can figure out the contract situation so the second-round pick can get on the field.

"I don’t blame Shemar. He’s listening to the advice he’s paying for," Tobin told reporters. "I don’t understand the advice… We’re treating him fairly."
