From the PWMRC layout, that's the Prince William model railroad club. Interesting story, I actually belonged to this club a decade ago, when we were still located at the Quantico train station. But we got ejected by Amtrak when they wanted to do some remodeling, and a lot of the guys that I knew when elsewhere, and I left too.
